What Does the Speed Test Measure?

Download Speed

How quickly Internet content is transferred to your computer or network, such as when you stream video or download training materials (shown in Mbps, or megabits per second).

Upload Speed

How quickly you can upload content (videos, images, music, documents) to the Internet (also shown in Mbps).

Ping

The amount of lag (or latency) in a network. That is, the amount of time it takes for a megabit of data to travel from one computer to another on a network.

Why Speed Testing?

The State anticipates receiving an unprecedented amount of infrastructure funding from various federal sources. Better data will support more equitable funding allocation decisions to assist the communities that need it most.

The Faster Internet Oregon project will provide decision-makers with data that will:

  • Identify Oregon homes that lack high-speed Internet;
  • Clarify which households do not have an Internet connection and why;
  • Provide cost estimates and assess competitive viability of a variety of solutions for areas with identified gaps.

FAQ

What information is being collected?

We are ONLY collecting information on whether you have an Internet connection, the speed of that connection if you do, and your address. We do not ask for your name or contact information.

What about privacy?

Privacy is of the utmost importance to the campaign’s partners. No personally identifiable information will be stored beyond the address that you provide. Information will NOT be used for commercial or marketing purposes. Only campaign partners and decision-makers who sign a data-use agreement will have access to the household-level data.

Does the type of Internet service I use matter for the speed test?

No. Even if you’re connected via mobile hotspot, cable, or satellite Internet service like Starlink, please take the speed test. All of this information gives broadband leaders a better understanding of how and where Oregonians connect to the Internet.

If I don’t have an Internet connection, should I still respond?

Yes! Knowing what locations do not have an Internet connection is just as important.

Affordable Connectivity Program

Through the federal Affordable Connectivity Program, eligible households may qualify for a discount of up to $30 per month toward internet service and up to $75 per month on Tribal lands. Go to https://www.fcc.gov/acp.
